'Human Experimentation Was a Core Feature of the CIA Torture Program'

If journalists and officials began talking about the tests that CIA psychologists conducted on suspected terrorists at U.S. black sites, would Americans demand the prosecution of those responsible?

Beyond a handful of low-level troops and contractors, no one — including the officials in charge — has been held accountable for the grisly tortures that were detailed in the Senate report on the CIA’s post-9/11 detention and interrogation program, writes Lisa Hajjar, a professor of sociology at UC Santa Barbara. “Indeed, impunity has been virtually guaranteed as a result of various Faustian bargains” between the CIA, Congress and the White House, she says. “An American majority, it seems, has come to accept the legacy of torture.

“Human experimentation, in contrast, has not been politically refashioned into a legitimate or justifiable enterprise. Therefore, it would behoove us to appreciate the fact that the architects and implementers of black-site torments were authorized at the highest levels of the White House and CIA to experiment on human beings. Reading the report through this lens casts a different light on questions of accountability and impunity.”

Hajjar continues: “[T]he experimental nature of the interrogation and detention techniques” used by the CIA “is clearly evident in the Senate Intelligence Committee’s executive summary of its investigative report, despite redactions (insisted upon by the CIA) to obfuscate the locations of these laboratories of cruel science and the identities of the perpetrators.”

The report reveals the CIA hired psychologists James Mitchell and Bruce Jessen to design interrogation and detention procedures that they and others would apply to suspects imprisoned in the agency’s secret “black sites” across the globe. Neither Mitchell nor Jessen possessed the qualifications that are standard for military interrogators, nor did they have specialized knowledge about al-Qaida or relevant cultural or linguistic knowledge. “What they had was Air Force experience in studying the effects of torture on American prisoners of war, as well as a curiosity about whether theories of ‘learned helplessness’ derived from experiments on dogs might work on human enemies,” Hajjar writes. She continues:

To implement those theories, Mitchell and Jessen oversaw or personally engaged in techniques intended to produce “debility, disorientation and dread.” Their “theory” had a particular means-ends relationship that is not well understood, as Mitchell testily explained in an interview on Vice News: “The point of the bad cop is to get the bad guy to talk to the good cop.” In other words, “enhanced interrogation techniques” (the Bush administration’s euphemism for torture) do not themselves produce useful information; rather, they produce the condition of total submission that will facilitate extraction of actionable intelligence.

At least 38 people were tested in the manner described between April of 2002 and 2008, when the program was officially ended. “[T]he results were methodically documented and analyzed,” Hajjar writes. “That is the textbook definition of human experimentation.

“[B]ecause the concept of torture has been so muddled and disputed,” she concludes, “I suggest that accountability would be more publicly palatable if we reframed the CIA’s program as one of human experimentation. If we did so, it would be more difficult to laud or excuse perpetrators as ‘patriots’ who ‘acted in good faith.’ Although torture has become a Rorschach test among political elites playing to public opinion on the Sunday morning talk shows, human experimentation has no such community of advocates and apologists.”

Black site

In military terminology, a black site is a location at which an unacknowledged black project is conducted. It can refer to the facilities that are controlled by the CIA and used by the U.S. government in its War on Terror to detain alleged unlawful enemy combatants.[3]

U.S. President George W. Bushacknowledged the existence of secret prisons operated by the CIA during a speech on September 6, 2006.[4][5] A claim that the black sites existed was made by The Washington Post in November 2005 and before this by human rights NGOs (non-governmental organizations).[6]

A European Union (EU) report adopted on February 14, 2007, by a majority of the European Parliament(382 MEPs voting in favor, 256 against and 74 abstaining) stated the CIA operated 1,245 flights and that it was not possible to contradict evidence or suggestions that secret detention centers were operated inPoland and Romania.[3][7] After denying the fact for years, Poland confirmed in 2014 that it has hosted black sites.[8]

In January 2012, Poland's Prosecutor General's office initiated investigative proceedings againstZbigniew Siemiątkowski, the former Polish intelligence chief. Siemiątkowski is charged with facilitating the alleged CIA detention operation in Poland, where foreign suspects may have been tortured in the context of the War on Terror. The possible involvement of Leszek Miller, Poland's Prime Minister in 2001 to 2004, is also considered.

Legal person

A legal person (in legal contexts often simply person, less ambiguously legal entity)[1][2] is any human or non-human entity, in other words, any human being, firm, or government agency that is recognized as having legal rights and obligations, such as having the ability to enter into contracts, to sue, and to be sued.

The term "legal person" is however ambiguous because it is also used in contradistinction to "natural person", i.e. as a synonym of terms used to refer only to non-human legal entities.

So there are of two kinds of legal entities, human and non-human: natural persons (also called physical persons) and juridical persons (also called juridic, juristic, artificial, legal, or fictitious persons, Latin: persona ficta), which are other entities (such as corporations) that are treated in law as if they were persons.

While human beings acquire legal personhood when they are born, juridical persons do so when they areincorporated in accordance with law.

Legal personhood is a prerequisite to legal capacity, the ability of any legal person to amend (enter into, transfer, etc.) rights and obligations.

In international law, consequently, legal personality is a prerequisite for an international organization to be able to sign international treaties in its own name.

RoboCop design

The task of creating the RoboCop suit was given to Rob Bottin.[20] The studio decided that Bottin would be the ideal person to create the RoboCop suit, as he had just finished doing the special effects for John Carpenter's The Thing. A budget of up to one million dollars was allotted to the completion of the suit, making it the most expensive item on the set. A total of six suits were made: three intact and three showing damage.

Bottin himself had produced early design sketches for the suit's prototype that the studio accepted enthusiastically, albeit with the request of some minor adjustments. Influenced by the Japanese comicThe 8 Man and the first Metal Hero Space Sheriff Gavan from Toei, Rob, Paul Verhoeven, and Edward Neumeier came up with the concept of the suit being more of an outer shell, with very little of the actor's actual face being visible. Bottin explained the basis of the design:

It's meant to look very speedy and aerodynamic. All the lines are measured to go on a slant – forward, forward, forward! All the lines were geometric, and complement every shape on the body from all angles. When Verhoeven came on the project, he requested numerous design changes, additions to the suit which looked more like machine than man-like. I've never done so many conceptional drawings for a director in my entire life – changing it, and changing it, and changing it!

However, the design ended up bearing a closer resemblance to Bottin's original design:

RoboCop looks the way he does because that's the way a man's body works! Although we went through fifty different variations, developing his character, everything came back to man-like. It's definitely a guy in the suit, which doesn't belittle it any.

The suit itself was attached to the actor in sections. To wear the helmet, Peter Weller wore a bald capthat allowed the helmet to be removed easily. After almost 10 months of preparation, the RoboCop suit was completed based on life casts from Peter Weller and Bottin's six-foot clay models. The suit's color was supposed to be bright blue; however, it was given a more grayish tint to make it look more metallic and produce less glare on the camera when it was being filmed.

Peter Weller had in the meantime hired Moni Yakim, the head of the Movement Department at Juilliard, to help create an appropriate way for him to move his body while wearing the RoboCop suit. He and Moni had envisioned RoboCop moving like a snake, dancing around its targets very elusively. The suit, however, proved to be too heavy and cumbersome. Instead, at the suggestion of Moni, it was decided that they would slow down RoboCop's movements in order to make them more appealing and plausible. Filming stopped for three days, allowing Peter and Paul Verhoeven to discuss new movements for the suit.

The original gun for RoboCop was a Desert Eagle, but this was deemed too small. A Beretta 93R was heavily modified by Ray Williams of Freshour Machine, Texas City, Texas, who extended the gun barrel to make it look bigger and more proportional to RoboCop's hand. The gun holster itself was a standalone piece that was not integrated into the suit. Off-screen technicians would operate the device on cue by pulling cables that would force the holster to open up and allow the gun to be placed inside.

Faked death

A faked death, also called a pseudocide, is a case in which an individual leaves evidence to suggest that they are dead to mislead others. This is done for a variety of reasons, such as to fraudulently collect insurance money or to avoid capture by law enforcement for some other crime.

People who fake their own deaths sometimes do so by pretend drownings, because it provides a plausible reason for the absence of a body.

During, approximately, the year 1990 I was having a discussion about a trivial issue, with a gentleman. During that discussion he told me, seemingly departing from the essence of our main issue, “Christos; you do not 'exist'”.

At that time, I considered his claim as a joke though, today, after having upgraded my knowledge about, the structure and the dynamics of the international relationships, as well as, the related personal roles upon which, that structure and that dynamics are depending, I wander whether it wasn't a joke at all.
