Is there a foreign military-industrial complex's intervention in Greece?

 

During 2004-2005 the Greek wiretapping case of 2004-2005, also referred to as Greek Watergate, involved Greece's mobile telephony network.

According to the information which has been publicized:

  • A preliminary judicial investigation was carried out, which, due to the complexity of the case, lasted until February 1, 2006. The preliminary investigation did not point out any persons connected with the case. The investigation was hindered by the fact that Vodafone disabled the interception system, and therefore locating the intercepting phones was no longer possible (the phones were apparently switched off), and that Vodafone had incorrectly purged all access logs.

  • The Ericsson switches used by Vodafone Greece were compromised and unauthorized software was installed that made use of legitimate tapping modules, known as "lawful interception", while bypassing the normal monitoring and logging that would take place when a legal tap is set up. This software was eventually found to be installed on four of Vodafone's Ericsson AXE telephone exchanges. In modern mobile telecommunication networks, legal wiretaps, known as lawful interceptions, are performed at the switch. Ericsson AXE telephone exchanges support lawful intercepts via the remote-control equipment subsystem (RES), which carries out the tap, and the interception management system (IMS), software used for initiating addition of the tap to the RES database. In a fully operating lawful interception system the RES and IMS both create logs of all numbers being tapped, allowing system administrators to perform audits in order to find unauthorized taps. To successfully wiretap phone numbers without detection, as the intruders did, a special set of circumstances had to be present. The RES had to be active on the exchange, but the IMS had to be unused. At the time of the illegal wiretaps, Vodafone had not yet purchased the lawful intercept options, meaning the IMS was not present on their systems.

  • Για πρώτη φορά μετά από τόσα χρόνια ένα υψηλόβαθμο πρώην στέλεχος των αμερικανικών μυστικών υπηρεσιών που ενεπλάκη στην υπόθεση υποκλοπών στην Ελλάδα το 2004 παραδέχεται ότι η μυστική επιχείρηση έγινε από την Εθνική Υπηρεσία Ασφαλείας των ΗΠΑ (NSA) και τουλάχιστον στην πρώτη φάση είχε το πράσινο φως της ελληνικής κυβέρνησης. "Οι Έλληνες υπέδειξαν δίκτυα τρομοκρατών, οπότε η NSA έβαλε αυτές τις 'συσκευές' εκεί μέσα και είπε στους Έλληνες, 'εντάξει, όταν τελειώσει θα το κλείσουμε'”, παραδέχεται το πρώην στέλεχος των αμερικάνικων μυστικών υπηρεσιών.

 

These facts lead to the conclusion that, it is impossible for the identities of the mobile phones which had been taped to become found.

However, the Greek authorities which, as the prevailing within Greece political, social and economic conditions imply, are being massively influenced by the colonialists, claimed that, the phones tapped included those of the Prime Minister Kostas Karamanlis and members of his family, the Mayor of Athens, Dora Bakoyannis, most phones of the top officers at the Ministry of Defense, the Ministry of Foreign Affairs, the Ministry for Public Order, members of the ruling party, ranking members of the opposition Panhellenic Socialist Movementparty (PASOK), the Hellenic Navy General Staff, the previous Minister of Defense and one phone of a locally hired Greek American employee of the American Embassy. Phones of Athens-based Arab businessmen were also tapped.

The Greek authorities claims absolutely contradict with the facts and the rational conclusions of this case.

As I have professionally worked with computers (IBM360/40, IBM/4341, IBM AS/400, personal computers, embedded microcontroller systems), for more than fifteen years, I made some thoughts:

  • What else might, Kostas Tsalikidis had uncovered that may has led to all this cover up operation?

  • Was, Kostas Tsalikidis, murdered in order to become “silenced” and not reveal the true findings that he had uncovered?

  • If, the colonialists were willing to fabricate a false wiretapping and even more to have their security authorities admit their, supposed involvement, what kind of other, non-telephony, kind of, potentially covert and illegitimate, data transfer, through the mobile telephony network, Kostas Tsalikidis might had uncovered?

  • If, the statistical mean cost of one cell site is, roughly, around 120.000 Euro, then, who and why decided to finance the enormous economic investment of spreading almost innumerable cell sites all over Greece's geographical location?

  • Was, Kostas Tsalikidis findings, so important that, his invaluable and sacred life had to be waisted?

  • Colonialists almost never admit their (true) misdeeds, while the, almost entirely controlled by the “markets”, mass media rushed to reverberate the claim about the supposed “wiretapping”.

  • The Internet was, initiated and then, it was controlled for several years by the US Department of Defense.

  • Mobile telephony embeds the Internet.

 

During the last sixty years, in Greece, there have been, undoubtedly,

  • Too many murders of innocent and patriotic, political dissidents.

  • Too many supposed “sicknesses” of innocent and patriotic, political dissidents.

  • Too much false “psychiatrization” of innocent and patriotic, political dissidents.

  • Too many political persecutions (false allegations, false trials, secret trials) of innocent and patriotic, political dissidents.

  • Too much zersetzen torture of innocent and patriotic, political dissidents and of crucial witnesses.

  • Too many extra judicial, exiles and displacements of innocent and patriotic, political dissidents.

Therefore, I imagine that, I may be entitled to ask the colonialists (U.K., U.S.A., Russia, Israel and Turkey):

 

Is there any way for an honest, decent, legitimate and patriotic citizen to be able to survive and live, in his own country, a normal life, meaning, free, healthy, lawful, creative, peaceful, non-violent and sociable, without having to, necessarily, become one of your's political “puppets”?

Do you intend to leave any sample of legitimate and decent Greek citizen, being alive healthy and free, above Greece's sacred soil?

Is there any peaceful way for convincing you to retract your “Ritshi Boys” hordes, if such hordes exist and they have been unleashed by you, against the rest of the Nations, in order to contribute in the, hopefully, establishment of a genuine world Peace?

Greek wiretapping case 2004–05

The Greek wiretapping case of 2004-2005, also referred to as Greek Watergate,[1] involved the illegal tapping of more than 100 mobile phones on the Vodafone Greece network belonging mostly to members of the Greek government and top-ranking civil servants. The taps began sometime near the beginning of August 2004 and were removed in March 2005 without discovering the identity of the perpetrators.

The phones tapped included those of the Prime Minister Kostas Karamanlis and members of his family, the Mayor of Athens, Dora Bakoyannis, most phones of the top officers at the Ministry of Defense, the Ministry of Foreign Affairs, the Ministry for Public Order, members of the ruling party, ranking members of the opposition Panhellenic Socialist Movementparty (PASOK), the Hellenic Navy General Staff, the previous Minister of Defense and one phone of a locally hired Greek American employee of the American Embassy. Phones of Athens-based Arab businessmen were also tapped.

Foreign and Greek media have raised United States intelligence agencies as the main suspects.[2][3] AFP reported that one Greek official stated on background that the likely initial penetration occurred during the run-up to the 2004 Athens Olympics, stating: "it is evident that the wiretaps were organized by foreign intelligence agencies, for security reasons related to the 2004 Olympic Games." The leader of the PASOK socialist opposition George Papandreou said that the Greek government itself had pointed towards the US as responsible for the wiretaps by giving up the zone of listening range, in which the US embassy was included.[4] In 2015, after an investigation lasting 10 years, Greek investigators have found conclusive evidence linking the wiretapping to the US Embassy in Athens.[5] As a result of the investigation, Greek authorities have issued an arrest warrant for a certain William George Basil, a NSA operative from a Greek immigrant background.[5]

Exploitation of Vodafone's network

The Ericsson switches used by Vodafone Greece were compromised and unauthorized software was installed that made use of legitimate tapping modules, known as "lawful interception", while bypassing the normal monitoring and logging that would take place when a legal tap is set up.[6] This software was eventually found to be installed on four of Vodafone's Ericsson AXE telephone exchanges.[7]

In modern mobile telecommunication networks, legal wiretaps, known as lawful interceptions, are performed at the switch. To successfully wiretap phone numbers without detection, as the intruders did, a special set of circumstances had to be present. The RES had to be active on the exchange, but the IMS had to be unused. At the time of the illegal wiretaps, Vodafone had not yet purchased the lawful intercept options, meaning the IMS was not present on their systems. However, an earlier exchange software upgrade had included the RES. In addition, the intruders needed to continue to have access to the exchange software to change tapped numbers, without alerting system administrators that the exchange had been modified. Normally, all changes to exchange software would be logged. To get around this, the intruders installed a root kit on the exchange, a piece of software that would modify the exchange software on the fly to hide all changes and, in case of an audit, to make the exchange appear as though it had been untouched.

When one of the tapped phones made or received a phone call, the exchange, or switch, sent a duplication of the conversation to one of fourteen anonymous prepaid mobile phones. As these phones are not associated with a contract, retrieving details of their owners is very difficult. About half of the intercepting phones were activated between June and August 2004. The base stations that serviced those phones were in an area near the center of Athens.

Discovery of illegal taps

On January 24, 2005, an intruder update of exchange software resulted in customer text messages not being sent. Vodafone Greece sent firmware dumps of the affected exchanges to Ericsson for analysis. On March 4, 2005, Ericsson located the rogue code, 6500 lines of code written in the PLEX programming language used by Ericsson AXE switches.[7]Writing such sophisticated code in a very esoteric language required a high level of expertise. Much of Ericsson's software development for AXE had been done by an Athens-based company named Intracom Telecom, so the skills needed to write the rogue software were likely available within Greece.[8]

On March 7, 2005, Ericsson notified Vodafone of the existence of rogue wiretaps and software in their systems. The next day the general manager of the Greek Vodafone branch, George Koronias, asked for the software to be removed and deactivated. Because the rogue software was removed before law enforcement had an opportunity to investigate, the perpetrators were likely alerted that their software had been found and had ample opportunity to turn off the "shadow" phones to avoid detection.[7] According to the head of Greece's intelligence service, Ioannis Korantis: "From the moment that the software was shut down, the string broke that could have lead [sic] us to who was behind this."[3]

On March 9, the Network Planning Manager for Vodafone Greece, Kostas Tsalikidis, was found dead in an apparent suicide. According to several experts questioned by the Greek press, Tsalikidis was a key witness in the investigation of responsibility of the wiretaps. Family and friends believe there are strong indications he was the person who first discovered that highly sophisticated software had been secretly inserted into the Vodafone network.[2] Tsalikidis had been planning for a while to quit his Vodafone job but told his fiancée not long before he died that it had become "a matter of life or death" that he leave, says the family's lawyer, Themis Sofos.[3] There is speculation that either he committed suicide because of his involvement in the tapping of the phones, or he was murdered because he had discovered, or was about to discover, who the perpetrators were.[7] After a four-month investigation of his death, Supreme Court prosecutor Dimitris Linos said that the death of Tsalikidis was directly linked to the scandal. "If there had not been the phone tapping, there would not have been a suicide," he said.[9]

In November, 2007, press reports in Greece quoted the Tsalikidis family attorney, Themistokles Sofos, as saying they had commenced legal action against Vodafone, "suspect[ing] he was poisoned".[10]

On March 10 Koronias asked to meet Prime Minister Karamanlis to discuss matters of national security. At 20:00 on the same day he presented the facts to the Minister of Public Order and the Prime Minister's chief of staff, and on the next day he presented them to the Prime Minister.

A preliminary judicial investigation was carried out, which, due to the complexity of the case, lasted until February 1, 2006. The preliminary investigation did not point out any persons connected with the case. The investigation was hindered by the fact that Vodafone disabled the interception system, and therefore locating the intercepting phones was no longer possible (the phones were apparently switched off), and that Vodafone had incorrectly purged all access logs. Police rounded up and questioned as suspects persons who called the monitoring phones, but all callers claimed they called these phones because their number was previously used by another person.

Ericsson has checked their equipment in other markets world-wide and has not found the illegal software installed anywhere else. "As far as Ericsson knows, this is a unique incident. We have never discovered anything like this before or since." Vodafone spokesman Ben Padovan said.[3]

Fallout

The investigation into the matter was further hampered when Greek law enforcement officials began to make accusations at both Vodafone and Ericsson, which forced experts on the defensive.[7]

A recent appeal of the main opposition party, PASOK, to form an investigating parliamentary committee was rejected by the governing party.

In December 2006 Vodafone Greece was fined 76 million by the Communications Privacy Protection Authority, a Greek privacy watchdog group, for the illegal wiretapping of 106 cellphones. The fine was calculated as €500,000 for each phone that was eavesdropped on, as well as a €15 million fine for impeding their investigation.[11]

On October 19, 2007, Vodafone Greece was again fined €19 million by EETT, the national telecommunications regulator, for alleged breach of privacy rules.[12]

On September 2011, new evidence emerged indicated the US Embassy in Athens was behind the telephone interceptions. The key evidence of complicity was that out of the 14 anonymous prepaid mobile phones used for the interception, three had been purchased by the same person at the same time as a fourth one. The fourth phone called mobile phones and landlines registered with the US Embassy in Athens. With a sim card registered to the US Embassy, it also called two telephone numbers in Ellicott City and Cantonsville, Maryland, both NSA bedroom communities. A criminal investigation was launched,[13][14] and in February 2015, Greek investigators were finally able to finger a suspect, William George Basil, a NSA operative from a Greek immigrant background.[5] Greek authorities have issued a warrant for Basil's arrest, who has since gone into hiding.[5]

Η υπόθεση Τσαλικίδη και τα απόρρητα έγγραφα από τα αρχεία Σνόουντεν

Ο θάνατος του Κώστα Τσαλικίδη το 2005 και η υπόθεση των υποκλοπών που αποκαλύφθηκε το 2006 συγκλόνισαν την κοινή γνώμη. Δέκα χρόνια μετά, ο φάκελος ανοίγει ξανά μέσα από απόρρητα έγγραφα από τα αρχεία Σνόουντεν και μαρτυρίες στελεχών των αμερικανικών μυστικών υπηρεσιών.

Την εποχή που η κοινή γνώμη ήταν ακόμη ζαλισμένη από το ολυμπιακό πάρτι μια οικογένεια στον Κολωνό θρηνούσε το παιδί της. Ο Κώστας Τσαλικίδης είχε βρεθεί κρεμασμένος στο μπάνιο του σπιτιού του, με σκοινί εννέα χιλιοστών δεμένο με ναυτικό κόμπο γύρω από τον λαιμό του. Η προηγούμενη ιατροδικαστική εξέταση του 38χρονου σχεδιαστή δικτύου και υπεύθυνου τεχνολογίας στη Vodafone από τον ιατροδικαστή Γιώργο Ντιλέρνια κατέληγε ρητά στο ότι επρόκειτο για αυτοχειρία, όπως αναφέρει ρεπορτάζ του ΒΗΜΑΜΑΓΚΑΖΙΝΟ.

Μία ώρα αργότερα έφθασε στο διαμέρισμα ο αδελφός του, Παναγιώτης. Εκοψε με ένα μαχαίρι το σκοινί που ήταν δεμένο σε έναν σιδερένιο σωλήνα ακριβώς πάνω από το λουτρό. Τον πήρε στα χέρια του, τον άφησε ξαπλωτό στο κρεβάτι και τον φωτογράφισε. Αργότερα, κατέφθασαν οι αστυνομικοί του Τμήματος Κολωνού. Το λάπτοπ του Τσαλικίδη κατασχέθηκε από τις Αρχές προκειμένου να ερευνηθεί και επιστράφηκε έπειτα από λίγο καιρό. Ποτέ δεν έφθασε στα χέρια της οικογένειας οποιοδήποτε σχετικό πόρισμα.

Μια ημέρα πριν το θάνατό του το αφεντικό του στη Vodafone μάθαινε ότι ένα ισχυρό και εξελιγμένο bug – είχε απενεργοποιηθεί και είχε αφαιρεθεί από τα συστήματά του. Οι υποκλοπές στόχευαν περισσότερους από εκατό κορυφαίους αξιωματούχους, συμπεριλαμβανομένου του τότε Πρωθυπουργού Κώστα Καραμανλή και της συζύγου του, Νατάσας, του Δήμαρχου της Αθηνών, μελών του Υπουργικού Συμβουλίου καθώς και δημοσιογράφων. Το ερώτημα ήταν, ποιος το έκανε;

Για χρόνια η υπόθεση υποκλοπών παρέμεινε μυστικό, ωστόσο σήμερα θεωρείται το ελληνικό Watergate. Οι υποκλοπές συνέβαιναν από τις 10 Αυγούστου του 2004 ως τις 8 Μαρτίου του 2005.

Λίγο καιρό αφότου ξέσπασε το σκάνδαλο των υποκλοπών, ο Τζον Μπρέιντι Κίσλινγκ έγραψε ένα άρθρο στο περιοδικό «The Nation» μιλώντας για «ένα ολυμπιακό σκάνδαλο» και χαρακτηρίζοντας τη λίστα των παρακολουθουμένων που διέρρευσε ως ένα «στιγμιότυπο των ψυχώσεων των αμερικανικών υπηρεσιών πληροφοριών".

Σήμερα δέκα χρόνια μετά νέα στοιχεία έρχονται στο φως της δημοσιότητας έπειτα από πολύμηνη έρευνα της υπόθεσης Τσαλικίδη και του ρόλου που έπαιξε στην υπόθεση ο Καρπάθιος πράκτορας της CIA που καταζητείται απ' τις ελληνικές Αρχές και δημοσιεύονται σήμερα στην Καθημερινή με τη συνεργασία της διεθνούς έκδοσης “Intercept".

Από αδημοσίευτα μέχρι σήμερα έγγραφα του αρχείου Σνόουντεν οι μυστικές υπηρεσίες των ΗΠΑ ξεκίνησαν να καταστρώνουν τα επιχειρησιακά τους σχέδια για τους Ολυμπιακούς αγώνες του 2004 στην Αθήνα, τους πρώτους μετά την 11η Σεπτεμβρίου, σχεδόν δύο χρόνια πριν. Σύμφωνα με ένα από τα έγγραφα αυτά, τουλάχιστον 4 στελέχη επεξεργάστηκαν τη στρατηγική συλλογής πληροφοριών της NSA για τους Ολυμπιακούς ήδη από το 2002 και σε συνεργασία με άλλα τμήματα της υπηρεσίας σιγουρεύτηκαν ότι μία “αναλυτική επίθεση θα μπορέσει να υπάρξει και τα κοινωνικά δίκτυα των στόχων θα έχουν προκαθοριστεί".

Ένα χρόνο πριν τους Ολυμπιακούς, σύμφωνα με έγγραφο με ημερομηνία 15 Αυγούστου 2003, οι μυστικές υπηρεσίες βρίσκονται ήδη σε πλήρες στάδιο εκπαίδευσης.

Σύμφωνα με το ίδιο έγγραφο η συνεργασία αμερικανικών και ελληνικών μυστικών υπηρεσιών επρόκειτο να είναι εξαιρετικά στενή. "Η υπηρεσία ασφαλείας, την οποία θα υποστηρίξει η NSA είναι η ΕΥΠ", ενώ σε άλλο έγγραφο αναφέρεται ότι “η ύπαρξη αναλυτών των αμερικανικών μυστικών υπηρεσιών τόσο στην αμερικανική πρεσβεία στην Αθήνα όσο και στην ΕΥΠ” αύξησε σημαντικά τις δυνατότητες και την ποιότητα συλλογής πληροφοριών.

Υπό το βάρος των αμερικανικών πιέσεων, η ηγεσία του υπουργείου Δημοσίας Τάξης επί κυβέρνησης ΠΑΣΟΚ είχε καλέσει ήδη από το Δεκέμβριο του 2003 εκπροσώπους των εταιρειών κινητής τηλεφωνίας της χώρας σε σύσκεψη για να συζητήσουν πώς θα μπορέσουν να πραγματοποιήσουν νόμιμες συνακροάσεις. Όμως οι επικείμενες εκλογές του Μαρτίου εμπόδισαν την έκδοση του απαραίτητου – πολιτικά ευαίσθητου – Προεδρικού Διατάγματος.

Ακόμη όμως και μετά την ανάληψη του υπουργείου από τον Γιώργο Βουλγαράκη της ΝΔ που σε αντίστοιχες συσκέψεις τον Απρίλιο του 2004 εξέφραζε την πεποίθηση ότι οι νόμιμες συνακροάσεις ήταν κάτι που θα "μπορούσε να τεθεί σε λειτουργία μέσα σε μία εβδομάδα" από τις εταιρείες, μέχρι και το άναμμα της φλόγας στο Ολυμπιακό Στάδιο της Αθήνας, νομικό πλαίσιο για νόμιμες συνακροάσεις δεν υπογράφηκε ποτέ πριν από τους Ολυμπιακούς.

Στις 4 Αυγούστου 2004 μία σειρά εντολών έκτασης 6.500 γραμμών προστίθενται στον πηγαίο κώδικα του λειτουργικού συστήματος που χρησιμοποιούσε η Vodafone για να "τρέχει" το δίκτυο της. Με την προσθήκη του παράνομου λογισμικού, ενεργοποιείται ένα από τα υποσυστήματα του λειτουργικού, το επονομαζόμενο Lawful Interception (Νόμιμη Συνακρόαση) που δίνει στις εταιρίες δυνατότητα νόμιμων συνακροάσεων. Το Lawful Interceeption ανοίγει πλέον μία γραμμή παρακολούθησης σειράς συνδρομητών της εταιρείας κρύβοντας σχεδόν κάθε ίχνος αυτής της ενέργειας. Από εκεί, οι υποκλαπείσες συνομιλίες προωθούνται σε 14 κινητά τηλέφωνα – σκιές και πιθανότατα σε ηλεκτρονικούς καταγραφείς δεδομένων για αποθήκευση και επεξεργασία.

Για πρώτη φορά μετά από τόσα χρόνια ένα υψηλόβαθμο πρώην στέλεχος των αμερικανικών μυστικών υπηρεσιών που ενεπλάκη στην υπόθεση υποκλοπών στην Ελλάδα το 2004 παραδέχεται ότι η μυστική επιχείρηση έγινε από την Εθνική Υπηρεσία Ασφαλείας των ΗΠΑ (NSA) και τουλάχιστον στην πρώτη φάση είχε το πράσινο φως της ελληνικής κυβέρνησης.

"Οι Έλληνες υπέδειξαν δίκτυα τρομοκρατών, οπότε η NSA έβαλε αυτές τις 'συσκευές' εκεί μέσα και είπε στους Έλληνες, 'εντάξει, όταν τελειώσει θα το κλείσουμε'”, παραδέχεται το πρώην στέλεχος των αμερικάνικων μυστικών υπηρεσιών. “Ουσιαστικά οι 'συσκευές' μπήκαν στο ελληνικό τηλεφωνικό δίκτυο με τη γνώση και την έγκριση της ελληνικής κυβέρνησης. History of the Internet

The history of the Internet begins with the development of electronic computers in the 1950s. Initial concepts of wide area networking originated in several computer science laboratories in the United States, United Kingdom, and France.[1] The US Department of Defense awarded contracts as early as the 1960s, including for the development of the ARPANETproject, directed by Robert Taylor and managed by Lawrence Roberts. The first message was sent over the ARPANET in 1969 from computer science Professor Leonard Kleinrock's laboratory at University of California, Los Angeles (UCLA) to the second network node at Stanford Research Institute(SRI).

ARPANET

The Advanced Research Projects Agency Network (ARPANET) was an early packet switching network and the first network to implement the protocol suite TCP/IP. Both technologies became the technical foundation of the Internet. The ARPANET was initially funded by the Advanced Research Projects Agency (ARPA) of theUnited States Department of Defense.

Debate on design goals

In A Brief History of the Internet, the Internet Society denies that ARPANET was designed to survive a nuclear attack:

It was from the RAND study that the false rumor started, claiming that the ARPANET was somehow related to building a network resistant to nuclear war. This was never true of the ARPANET, but was an aspect of the earlier RAND study of secure communication. The later work on internetworking did emphasize robustness and survivability, including the capability to withstand losses of large portions of the underlying networks.[34]

The RAND study was conducted by Paul Baran and was the first to build a theoretical model for communication usingpacket switching.[10] In an interview he confirmed that while the ARPANET did not exactly share his project's goal, his work had greatly contributed to the development of the ARPANET.[35] Minutes taken by Elmer Shapiro of Stanford Research Institute at the ARPANET design meeting of 9–10 Oct. 1967 indicate that a version of Baran's routing method and suggestion of using a fixed packet size was expected to be employed.[36]

According to Stephen J. Lukasik, who as Deputy Director and Director of DARPA (1967–1974) was "the person who signed most of the checks for Arpanet's development":

The goal was to exploit new computer technologies to meet the needs of military command and control against nuclear threats, achieve survivable control of US nuclear forces, and improve military tactical and management decision making.[37]

The ARPANET incorporated distributed computation, and frequent re-computation, of routing tables. This increased the survivability of the network in the face of significant interruption. Automatic routing was technically challenging at the time. The ARPANET was designed to survive subordinate-network losses, since the principal reason was that the switching nodes and network links were unreliable, even without any nuclear attacks. Resource scarcity supported the creation of the ARPANET, according to Charles Herzfeld, ARPA Director (1965–1967):

The ARPANET was not started to create a Command and Control System that would survive a nuclear attack, as many now claim. To build such a system was, clearly, a major military need, but it was not ARPA's mission to do this; in fact, we would have been severely criticized had we tried. Rather, the ARPANET came out of our frustration that there were only a limited number of large, powerful research computers in the country, and that many research investigators, who should have access to them, were geographically separated from them.[38]

The ARPANET was operated by the military during the two decades of its existence, until 1990.

Cell site

A cell site or cell tower is a cellular telephone site where antennae and electronic communications equipment are placed — typically on a radio mast, tower, or other raised structure — to create a cell (or adjacent cells) in a cellular network. The raised structure typically supports antennae and one or more sets of transmitter/receivers transceivers, digital signal processors, control electronics, a GPS receiver for timing (forCDMA2000/IS-95 or GSM systems), primary and backup electrical powersources, and sheltering.[1]

In Global System for Mobile Communications (GSM) networks, the correct term is Base Transceiver Station (BTS), and colloquial synonyms are "mobile phone mast" or "base station". The term "base station site" might better reflect the increasing co-location of multiple mobile operators, and therefore multiple base stations, at a single site. Depending on an operator's technology, even a site hosting just a single mobile operator may house multiple base stations, each to serve a different air interface technology (CDMA2000 or GSM, for example).

Some cities require that cell sites be inconspicuous; they can be blended with the surrounding area or mounted on buildings or advertising towers. Preserved treescapes can often hide cell towers inside an artificial tree or preserved tree. These installations are generally referred to as concealed cell sites or stealth cell sites.
